Is poverty necessary?
Unfortunately, poverty is necessary. If there was no poverty, wealth couldn't be a concept in somewhere. Poverty is necessary to be rich people. If everyone be wealthy, their country can't develop. For instance, if a person is very rich, he or she doesn't want to be a garbage collector. But, a country needs a garbage collector. So, this issue can be a big problem in this country. Everone lives how they want when they improve themselves in their abilities and their budget depends on their life style. If there is no person who works basicly, a country can't develop rapidly.

I think,except being too general it is a good paragraph because there are clear and understandable topic & concluding sentences, supporting ideas and examples. All rules of paragraph are completed.
ı think,her topıc sentence is first sentence. she talks about the statement-poverty constitutes the concept of wealth and also she supports her opinion with examples.I just think that the conclusion is a bit deficient but except this,her comment on necessity of poverty is quitely clear.
